Joe at first had no opinion of Basco. The only things he hated was how he continuously treated Marvelous. As a person Joe doesn't like how dishonorable Basco is. If he could see the reasons for what he did, he'd be less inclined to hate him. Really hate is even too strong a word for it. Joe just doesn't prefer dealing with unpredictable people.
He can also tell that there's a tiny part of Basco in there that actually genuinely cares about Marvelous, but it loses out to he parts of him that are more focused on other things. If he could understand Basco, he knows he'd have no reason to hate him, but he also knows that if he did, Basco would be more inclined to hate him and act out, so he doesn't pursue trying to understand him, just ... stand him.
